WTF? Really? Best he could find?

Biden awards the Internatioal Woman of Courage to a biological man presenting himself as a woman. Really?  That’s the best he could find?  Without much effort I easily found 9 real women of courage and I’m sure there’s many more. Ukraine? Afghanistan?
