Gerrymandering - Unfair Rules
Gerrymandering is a State’s defining of US Representative voting districts to provide political advantage to the controlling Party.
All States do it.
Both Parties do it.
SCOTUS has ruled that it is Constitutional unless, in some situations, they decide that the districts violates civil rights of some classes of persons. What violates a class of persons civil rights is ambiguous and still being adjudicated.
Democrats have used it to greater advantage to date.
Democrats can dilute white and/or black votes to their advantage. Republicans have been stymied by arguments that they are violating civil rights of black voters because when they dilute Democrat votes, they are incidentally diluting black voters because black voters are significantly disproportionately Democrat. So, Democrats can dilute Republican voters, because they are disproportionately white BUT Republicans are slowed down because they are diluting Democrat votes, who are disproportionately black.
The hypocrisy of this is best illustrated by IL and NC. Illinois doesn’t have one majority black district even though it should have at least 2 if districts represented proportion of population. On the other hand NC was forced to redraw their politically determined districts to increase the number of black districts.
Gerrymandered Index equals the proportion of “excess” Democrat Representatives compared to the total Representatives in the State.
Excess Representatives equals the number of Representatives a State has over the number of Representatives that the Party would have if the Representatives were proportional to voter Party.
